Mr. Alberto Reyes Sánchez leads the firm’s energy & extractives practice and advices public and private entities on all aspects of their business operations, from permitting and compliance to legal strategy, risk management, financing, mergers and acquisitions.
Mr. Reyes is a recognized expert in policy, contractual and tax matters related to international energy and extractives investments.
He is part of the United Nations Development Program (UNDP) Global Policy Network Experts Roster for Rapid Response or UNDP’s roster of experts, available as a pre-vetted consultant for quick support to international Country Offices; and is also an accredited Inspector at the Tax Inspector Without Borders (TIWB) joint program at the OECD/UNDP, specializing in contractual and tax matters related to the extractive industry.
Prior to his work at Guzman Ariza and as an international consultant for multilaterals and leading companies, Mr. Reyes served as Deputy Minister at the Ministry of Energy and Mines of the Dominican Republic (2014-2020) and prior to that was Legal Director of Isla Dominicana de Petróleo, Corp., one of the largest fuel distributors in the Dominican Republic and current operator of the Royal Dutch Shell and Exxon brands in the DR.
Mr. Reyes holds an LLM (with Honors) from Northwestern University’s Pritzker School of Law (Chicago), an MBA with focus on energy and finance from Universidad Antonio de Nebrija (Madrid), a Masters in Civil Procedure from Pontificia Universidad Católica Madre & Maestra (PUCMM) and a Bachelor of Laws (LLB, Magna Cum Laude) from Universidad Iberoamericana (UNIBE). He is a member of the Association of International Petroleum Negotiators (AIPN), is certified in Gas Transmission and Distribution Systems by the American Society of Mechanical Engineers (ASME) and Invited Member at the Executive Session on the Politics of Extractive Industries at the Columbia Center on Sustainable Investment (CCSI), Columbia University.
