Mr. Reyes Báez has more than 20 years of experience advising foreign and local investors in complex litigation and domestic and international arbitration, with a particular focus on EPC, infrastructure, and project-related disputes. He regularly represents multinational companies, contractors, and financial institutions in high-stakes proceedings and advises international banks in dispute resolution and financing-related matters in the Dominican Republic. He also advises clients on large-scale infrastructure developments and Public–Private Partnership (PPP) contracts, including risk allocation, dispute prevention, and enforcement strategies.

He has successfully acted as an expert witness on Dominican law in disputes involving EPC contracts, construction liability, and project obligations before courts and arbitral tribunals in the United States, including arbitrations seated in Los Angeles, New York, Philadelphia, and Florida. In addition, he regularly serves as Presiding Arbitrator in domestic commercial and construction arbitrations, acting as president of arbitral tribunals in technically complex EPC, infrastructure, and PPP-related disputes.

His experience includes acting as legal counsel to contractors in major public infrastructure projects, including the Santo Domingo Metro system, as well as advising foreign investors on regulatory risk, dispute strategy, and investment protection in the Dominican Republic. He has also advised the Ministry of Commerce of the Dominican Republic in the negotiation of the DR-CAFTA with the United States, providing insight into the intersection of international trade, foreign investment, and State-related disputes.
