The President of the Republic, Luis Abinader, issued Decree No. 498-26, of July 22, 2026, through which it creates the Citizen Oversight Commission of the Trust for the Integrated Management of Solid Waste (Sustainable DO), with the purpose of strengthening transparency, accountability, management monitoring and the participation of society in the execution of the actions contemplated in Law No. 225-20. General of Integral Management and Co-processing of Solid Waste, and its modifications.
Guzmán Ariza is pleased to announce that Giselle Pérez Reyes, a partner at the firm, has been appointed as one of the five members of this commission, which will be coordinated by Alliet Ortega and also integrated by Manuel García Arévalo, Roberto Despradel Catrain and Ruth de los Santos.
According to the decree, the Citizen Oversight Commission will function as a consultative and honorary body, whose functions include monitoring the planning, physical and financial execution of the programs of the Sustainable DO Trust; request the information necessary for the performance of their functions; receive observations and recommendations from citizens, local governments, recyclers and other actors linked to waste management; and to prepare an annual oversight report that will be published on the Trust’s website.
The measure responds to the constitutional principles of transparency, access to information and citizen participation, and to the provisions of Law No. 200-04, General on Free Access to Public Information; Law No. 28-23, on Public Trust; and Law No. 225-20, on Integrated Solid Waste Management. The decree highlights that the efficient and transparent management of the resources administered by DO Sostenible contributes to protecting the environment, the health of the population and the development of an environmentally sustainable waste management system.
The appointment of Giselle Pérez Reyes reaffirms Guzmán Ariza’s commitment to the participation of its professionals in spaces of public interest, contributing her experience and independence at the service of transparency and good management of State resources.
